Who we are

Founded in 2008 (Declaration No. 1147/2008), JUSTICIA Foundation for Development and Human Rights is a non-profit Lebanese civil society organization.

Established by jurists and civil society activists, JUSTICIA is rooted in the principles of democracy, human rights, the rule of law, and equal opportunity for all. The organization conducts research, prepares studies, and publishes content on a wide range of topics. It also designs and implements programs that promote democratic values and human rights.

Core mission

JUSTICIA’s core mission is to protect and promote human rights while empowering marginalized individuals, strengthening democratic practices, and fostering good governance. To achieve these goals, JUSTICIA:

Awareness & Training

Organizes legal awareness and citizenship training programs to promote a culture of human rights

Practical Guides

Publishes accessible legal information and practical guides to help individuals understand and assert their rights

Building Networks

Builds networks with governmental and non-governmental actors to support shared initiatives and amplify impact

Designs Projects

Designs and implements projects addressing gender equality, legal reform, and public integrity challenges

Founders and Team

Dr. Paul Morcos

Founder

Attorney at Law, is the Minister of Information and President of JUSTICIA. He is also the founder of JUSTICIA Beirut Consult Law Offices (www.justiciabc.com). Dr. Morcos previously served as a Law Professor at the American University of Beirut, the Lebanese University, La Sagesse University, and Saint Joseph University.

Judge Mayssam Noueiry

Former Director-General of the Lebanese Ministry of Justice since June 2014. She has various publications in the field of commercial law, arbitration, and women judges. Judge Noueiri has participated in several conferences, seminars, and workshops as an attendant and as a keynote speaker.

Michel Moutran

Head of the Road Safety Observatory

Holding a PHD in Law and a masters in road safety management. A former Colonel at ISF, with distinguished international expertise in road safety management consultancy.

Judge Dr. Elias Nassif

A former Judge (Served more than 40 years in the judiciary), President of honor of the Supreme Court, Professor in universities and author of large number of legal encyclopedias.

Me. Mohamad El Hajj

Vice President

Me. El Hajj is a researcher in the fields of law and human rights. He is also the notary public of Tyre, Lebanon.

Antoine Loutfi

Economist and a demographical analyst. He holds a DESB in Banking studies, a DESS in Demographics and a bachelor degree in Sciences & Economics. Mr. Loutfi has many professional certificates from the Central Bank of Lebanon, the Association of Banks in Lebanon and from the Chartered Institute for Securities and Investment, London.

Me. Fares Abi Khalil,

Executive Coordinator

A jurist, researcher, and a human rights activist. He holds a master’s degree in International Organizations and Legal and Diplomatic Careers and a degree in Political Sciences. Me. Abi Khalil has several professional certificates, including those from the Special Tribunal for Lebanon, and the Hague Academy of International Law.

Rosaline Abou Jaoude

Senior Administrative Supervisor

Senior Administrative Supervisor and Social media Coordinator. She oversees daily operations, handles and boosts social media accounts.

Haytham Farook El Ajam

Journalist, an economic analyst, and an economic and social rights consultant.
