The Lebanese General of Emptiness… who’s been through all the governments and presidents of one third of the time, applies the Constitution only after agreeing on the results of the democratic processes. He has been back in Lebanon since 2005, and to this day there have been presidential and governmental voids, postponementd, and extentions for several parlimentary councils.
